NEW_PENNDOTThe Pennsylvania State Department of Transportation (PennDOT) let just under $154 million in projects during the month of August bringing the year-to-date total to $1.092 billion.  PennDOT is on pace to finish the 2013 calendar year with only $1.6 billion in lettings.  To put in perspective, PennDOT finished the 2012 calendar year with $1.973 billion.  PennDOT’s initial 2013 letting program forecast was $1.7 billion.  Click HERE to view a chart of the PennDOT letting history since 1994.

Cutting highway and bridge work by 25 percent and sustaining that cut in the years ahead would put as many as 9,600 Pennsylvania jobs permanently at risk and cost the state $1.25 billion in lost economic activity over a five-year period, an industry economist told the Senate Transportation Committee this week.

Dr. Alison Premo-Black, chief economist for the American Road & Transportation Builders Association (ARTBA), was invited to testify before the committee based on a report she authored on behalf the Associated Pennsylvania Constructors. It looked at the potential impact of a decrease in the state’s highway and bridge investment from the current $4.3 billion market to $3.8 billion in 2017.

“In this scenario, Pennsylvania contractors will demand fewer materials, equipment and supplies as the overall market opportunities decline and they have fewer projects backlogged,” Black explained.

More than half of the jobs lost would be in sectors other than highway construction, she said. According to the report, nearly 1,000 lost jobs will be in the retail sector, with another 900 related to other administrative and professional services. Nearly eight percent of the job losses could be in the manufacturing sector, and the healthcare industry could lose over 600. Read more

The state Department of Transportation (PennDOT) bid slightly over $251 million in project in June bringing the year-to-date total to just over $1.1 billion.   At this same point in 2011, PennDOT had bid $987.6 million. 

PennDOT recently revised its 2012 letting forecast to $1.8 to $2 billion.  The department initially forecasted a 2012 letting of $1.5 billion.  Deputy Secretary Scott Christie said that the upward revision is a result of additional monies realized from project close outs, 2011-12 winter savings and continued savings from an extremely competitive bidding market.  He cautioned, however, that the initial estimate for 2013 would fall to closer to the $1.5 billion that was initially projected for 2012.  For perspective, a $1.5 billion letting program was the same volume as in 2006.  In 2011, PennDOT ended the year with $1.8 billion in lettings.  It is important to note that just a few years ago, PennDOT’s 2009 lettings were $2.8 billion due to the billion dollars in economic stimulus funds, which have been completely spent.
