A former oil refinery that once processed 335,000 barrels of crude a day is being reborn as a 1,300-acre hub for cancer research, manufacturing and innovation. The South Philadelphia site, shuttered after a 2019 explosion destroyed the 150-year-old Philadelphia Energy Solutions refinery, is now the Bellwether District, a redevelopment led by HRP Group.
